Through the project “Smart Energy Municipalities Project in Albania (SEMP)” the Swiss Government will support the Albanian municipalities of Berat, Korça, Përmet and Shkodra in improving their energy efficiency and in eliminating negative impacts on the environment.

Component 1 A: Implementation of Energy Management Systems in 4 Pilot Municipalities.
The strategic goal of Component 1 A is to assist the Municipalities of Shkodra, Berat, Korça and Përmet in establishing
a suitable Energy Management System (EMS).

Component 1 B: Design of a National Energy Management Framework.
The strategic goal of Component 1 B is to develop a preliminary design of a National Energy Management Framework jointly with the Agency of Energy Efficiency (AEE).

Component 1 C (optional): Support roll-out of National Energy Management Framework.
The strategic goal of Component 1C (optional) is to support the roll-out of the National Energy Management Framework

Component 2 A: Strengthening of capacities in project preparation and implementation through quick-win investments.
The strategic goal of Component 2A is to strengthen municipal capacities in preparation and implementation of infrastructure projects through joint implementation of quick wins.

2B

Component 2 B: Strengthening of key institutions at municipal and national level in energy management.
The strategic goal of Component 2B is to strengthen institutional capacities through trainings, provision of templates and guides, engagement in a policy dialogue and raise general awareness.

The Smart Energy Municipalities Project:

Through the project “Smart Energy Municipalities Project in Albania (SEMP)”  the Swiss Government will support the Albanian municipalities of Berat, Korça, Përmet and Shkodra in improving their energy efficiency and in eliminating negative impacts on the environment. The project activities are focused in two main components with five sub-components that join forces for an all-inclusive approach under two outcomes. The first one will be a suitable energy management framework that improves energy management at municipal and national level and the second outcome will be that citizens of selected municipalities will benefit from energy efficient public services provided by effective administrations.

The project’s implementation period will be from year 2021 to 2024. The project will be implemented under the coordination of the State Secretariat for Economic Affairs of the Swiss Confederation (SECO) and the Ministry of Infrastructure and Energy of the Republic of Albania
